    OK, many of us have seen movies or TV shows where counterfeiters throw money into large dryers with poker chips or dice or some other items to make the bills appear to have been out in circulation when in fact theyve just been printed. Well, this has nothing to do with money laundering so the three stages of money laundering are NOT:

    1) Gentle cycle No bleach

    2) Tumble Dry on Low Heat

    3) No Starch

    And do not confuse stages with steps or transactions. Successful laundering, especially in large dollar amounts, is much more than 1-2-3 done. While some transactions can be very simple, others are complex and take much time and effort in order to avoid detection and that is the ultimate goal to avoid detection. It doesnt do the criminal any good to move and change money if it can be easily traced (and then seized). And it is a game in which the tools and tactics are constantly changing and evolving.

    The Financial Action Task Force, FATF for short, is the multinational body that sets the global tone for AML efforts. Formed in 1989, it is based in Paris.The Financial Action Task Force (FATF) has a three-part working definition. Each part basically defined one of the stages:

    PLACEMENT introducing the illicit funds into the financial cycle. Even if the funds already were in a bank or brokerage account (as in cases of embezzlement or frauds), it is that first step as illicit funds that we will view as placement. However, the most common example of placement is the drug dealer who needs to get large quantities of smaller currency bills into the banking system.

    LAYERING the moving and transferring of the funds in order to disguise the origins and true ownership of the money. This phase can be the most important and the most difficult it truly separates the pros from the amateurs. Here the money can change accounts, form, ownership, country, etc. It can go into and out of trusts and shell companies, it can buy or sell real estate or hard goods, it can move through different jurisdictions anything to confuse or eliminate a paper trail. And finally, there is

    INTEGRATION this is when the criminal takes economic advantage of the illicit funds and they appear to have come from legitimate sources. Maybe the drug dealer buys a mansion, or a high end car, or a yacht, or even planes to move drugs and other money (in the case of the planes, they will likely be bought through a front or shell leasing company, who will rent it to a front or shell freight company, so that when a plane is ultimately impounded by law enforcement somewhere, it cannot be traced back to the dealer).

    So there they are, the three stages of money laundering: Placement, Layering, Integration.

After the bank receives the offer they will most likely make a counter-offer. This is usually done to satisfy the bank stakeholders that the bank tried to get a higher price for the home. At this point the buyer can make one last offer that the bank can either accept or deny.

    One thing to look out for when purchasing bank owned homes is the fact that all these homes are sold as is and the bank will not pay for repairs. So when doing your inspection you should carefully assess cosmetic or structural damages and factor the cost of repairs to your offer. Otherwise buying a real estate owned property is neither complicated nor hard and buyers should not be wary of them.

    If you have an income tax debt in Canada, at times it can feel paralyzing. Income tax debt in Canada can grow at an alarming rate. Unlike our counter parts in the US who often turn to criminal action to enforce non-compliance, the Canada Revenue Agency relies heavily on imposing interest and penalties to penalize taxpayers who file late, fail to declare income or improperly declare expenses.

    Once late returns have been filed or past returns have been re-assessed by the Canada Revenue Agency, their first step will be to assess a penalty on the tax debt. The Canada Revenue Agency’s next step will be to calculate interest on the income tax debt and penalties going backwards to the tax year when the tax debt occurred. The end result is that the taxpayer can end up owing more to the Canada Revenue Agency in interest and penalties than the principal tax debt. For example; an income tax debt of $20,000 may end up being more than $40,000 once the interest and penalties have been calculated.

    In Canada, a taxpayer can apply for income tax relief under the Income Tax Act. This does not mean that the principal tax debt can be reduced. However, the Canada Revenue Agency can cancel all or part of the interest and penalties.

    One way that a taxpayer can qualify for income tax relief under the taxpayer relief provision is because of extraordinary circumstances. If the taxpayer can substantiate that they cannot pay because of job loss, they cannot pay the interest charges but could pay the principal tax debt, payment of the interest charges would interfere with their ability to provide basic necessities like shelter, food and transportation; in these cases the Canada Revenue Agency may waive all or part of the interest and penalties owing on the tax debt.

    Finally, income tax relief on an unpaid income tax debt may be granted if the cause of the interest and penalties was caused, all or in part, by the actions of the Canada Revenue Agency. Some examples of this are processing delays; errors in material which led the taxpayer to file a return based on improper information, incorrect information being provided to the taxpayer by the Canada Revenue Agency, like errors in processing and undue delays.

    The issue surrounding the regulation of tobacco: whether to ban menthol, carries great importance for public health advocates and tobacco executives. Adding menthol to cigarettes may increase the likelihood of addiction and make it easier for young people to start smoking, according to preliminary findings of a Food and Drug Administration advisory panel considering whether to recommend a ban or otherwise restrict menthol cigarettes.

    The NBPA does not endorse or support any product that causes harm to the black community, produces ill health effects, or causes addiction. Yet menthol cigarettes constitute 30 percent of the current U.S. tobacco market. It is reasonable to conclude that any action banning 30 percent of a currently legal market would create and enhance the contraband cigarette market. This certainly causes concern to many law enforcement officers around the nation.

    In this illegal market, we have already observed thefts and robberies of local stores; crimes against consumers; and illicit sales in otherwise legitimate business. These activities were brought on by tax increases that were believed to serve the greater good. We are coping with cigarette smuggling from one state to another based on taxes alone.

    It is our belief that if menthol cigarettes are banned, contraband versions mimicking name brands will enter the flourishing illegal market. These new unregulated products would be sold in cigarette houses, on corners, in cars and back alleyways. Who will ask the young smoker to present identification in the back alley or at the door of a vehicle? Who will regulate the ingredients that are placed in cigarettes produced illegally? We have no desire to send 30 percent of smokers underground to purchase menthol cigarettes.

    Our communities do not need another avenue of crime to deal with, and overtaxed local law enforcement officials do not need to be distracted from devoting time to the more serious criminal issues that plague our neighborhoods.

    The legal cigarette market contributes $40 billion a year to state and federal governments in taxes. The NBPA would like to see more of these tax revenues spent and focused on smoking prevention and cessation programs, especially among our youth. Funding law enforcement programs and operations that focus on youth campaigns and prevention programs will have a positive effect in our communities.
